Under Ontario Regulation 586/06, municipalities can recover the cost of local infrastructure improvements—like a new watermain—by charging the benefiting property owners directly. In this context, it means that if the Township installs a municipal watermain, property owners who connect to it may share in the cost through a Local Improvement Charge. This charge could be paid: Upfront, or Over time through your property tax bill Only those who benefit from the service would pay, and the Township would consult with property owners before moving forward.
